The City of Proctor requires all dogs and cats over 6 months old to be licensed annually. (Younger pets may also be licensed for $2, although their vaccination series or neutering might not yet be complete.)
The license period runs from January through December.
2020 Pet Licenses are available now at the Proctor PD Office!
The cost of a license is $2 for an altered pet, and $10 for an unaltered pet.
Proof of a current rabies vaccination is required for licensing by City Ordinance as well as the State of Minnesota.
Pet Licenses may be purchased at the Proctor Police Department Mondays – Wednesdays between 8:00 am and 4:30 pm, and Thursdays – Fridays between 8:00 am and 4:00 pm.
Besides general animal control, one additional benefit of licensing pets is that it helps us reunite lost or escaped pets with their owners much more quickly and usually saves them a trip to the shelter!
Friends of Animals in Cloquet (218-879-1655) is the Shelter used to impound animals.

Building Permits, Code & Inspections
In an effort to ensure buildings are constructed to minimum standards for safety and durability Proctor has adopted the Minnesota State Building Code. Building Safety Division staff reviews building plans and permit applications, issues building permits and conducts a wide range of field inspections to ensure compliance with the State Building Code and Property Maintenance Compliance.
Minnesota State Building Code requires an owner or authorized agent to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, electrical, plumbing system, or other equipment, the installation of which is regulated by the code or cause any such work to be done, shall first make application to the Building Official and obtain the required permit.
