The code of the City of Proctor is comprised of the municipal laws adopted by the City Council in the form of ordinances. The City Code is updated as new ordinances are adopted. Although every effort is made to ensure the accuracy of the material published on-line, the official edition of the City Code is the printed version maintained in the office of the City Administrator. Note that the City Council may have made amendments, additions, or deletions subsequently to the latest on-line version of the Code. New ordinances not yet in the City Code are listed below.

Comprehensive Plan

A comprehensive plan is a tool that cities can use to decide how best to use resources and allocate services in the future. Comprehensive plans also serve as powerful legal documents that provide the justification and foundation for decisions regarding City planning, zoning, subdivision, and general development for the next several years.

The City of Proctor Comprehensive Plan was updated in 2015 and focuses on goals and policies that can be improved to achieve the City’s long-term vision. The topics addressed in this plan include:
